Core and interpolation-strategy-lanczos are MPL-2.0, copyright their upstream

Versioned registry archives were SHA-512 integrity checked before extraction.
The only runtime modification is the interpolation registry import changed from
a bare package name to the relative bundled Lanczos module. All other runtime
files are unchanged. Per-file original/distributed hashes: provenance.json.

This runtime is separate from the existing speed tool's smaller Stretch subset.
